Box 520 <br />Pleasanton, Ca 94566-0802 <br />Dear Jenny: <br />With our most recent billing, we have reached the end of the initial authorization for work on the EIR for <br />the amendment of the Happy Valley Specific Plan. <br />Our work was authorized more than three years ago (August 12, 2004) and the work has proceeded as <br />circumstances have allowed (for most topics: orientation, setting, existing conditions, and some impact <br />analysis). <br />This lengthy period of time is explained by several factors, including staff changes (both City and <br />Greenbriar Homes Communities), policy direction (including the resolution of the Bypass Road <br />alignment issue), and project description (including a detailed analysis of Specific Plan changes, <br />preparation of updated maps, consideration of the density of relocated residential development within the <br />Specific Plan area, and determination of an appropriate process for resolving the density issue). <br />All of these factors contribute to the fact that we are not currently in a position to complete a budget <br />estimate for the braft EIR: decisions about process, content, and schedule have yet to be finalized. <br />Under these circumstances, it seems best to us to propose a budget that will allow us to move quickly <br />toward completing the EIR as soon as decisions about how to handle density, plan alternatives, and other <br />issues are made. <br />Therefore, we propose that you request an interim increase of $90,000 in the EIR budget. <br />It is possible we will apply for an increase in that budget if we find that the resolution of issues is dragged <br />out or some other circumstance requires a lengthening of the time frame or an expansion of the scope. <br />For now, however, we believe that this amount will take us well down the road to completing the DEIIZ. <br />We appreciate the opportunity to work with Pleasanton on this EIR, and look forward to making further <br />substantial progress. <br />Let me know if you have any questions about this request. <br />Very truly yours, <br /> <br />Roberta Mundie <br />President <br />Roberta Muntiie, President Suzanne Camper[, Vice President <br />roberta.mundie@mundie.com suzanne.lampert@mundie.com <br />
