Note, committees which are involved with both local Pleasanton candidates and issues, <br />as well as County or State issues, are defined as "state general purpose committees" <br />and are required to file campaign statements with the Secretary of State. Pleasanton <br />cannot also require such committees to electronically file a campaign statement with the <br />City Clerk's Office. However, to increase available information, when the City's website <br />begins to provide access to campaign statements filed by candidates and local <br />committees, a link can also be made available to the Secretary of State's website so <br />that interested persons can become informed about the supporters of these other <br />broader committees. <br />Expanding electronic filing to include committees will further the policy goal of prompt <br />public disclosure of persons, businesses and committees which support or oppose local <br />candidates and ballot measures. <br />The proposed ordinance has been further revised to clarify that the requirement to <br />electronically file campaign statements takes effect when the City Clerk certifies that the <br />on-line system is in place. This is expected to occur in July 2008. Therefore, any <br />committees involved with ballot measures which may qualify for the June 2008 election <br />would not be required to electronically file campaign statements until advised by the City <br />Clerk that the electronic filing system is in operation. <br />Therefore, it is recommended that the Council introduce the revised ordinance <br />(attached) to require electronic filing of campaign statements by candidates for local <br />office and committees which support or oppose local candidates and measures. <br />Submitt <br />Nelson Fialho <br />City Manager <br />Attachments: <br />1.
