CONTRIBUTION LIMITS <br />[Sample language] <br />Findings and Purpose. <br />Pursuant to the authority granted by Government Code section 81013, allowing <br />contribution limits for local offices, the City Council finds and declares that it is in the <br />public interest to eliminate the appearance of impropriety and actual corruption <br />associated with large contributions to candidates or candidate's committees for election <br />to the office of mayor or city councilmember, and therefore to place reasonable and <br />realistic contribution limits on individuals and organizations. Realistic contribution limits <br />will encourage candidates to meet with as many community members as possible. <br />Definitions. <br />For the purposes of this chapter, definitions set forth in the Political Reform Act, <br />Government Code §§ 82000 et. seq., shall apply with the addition of the following: <br />A. "Election" means any municipal election, whether general or special, at which the <br />offices of mayor and/or councilmember are to be filled. <br />B. "Election period" means that period of time: <br />Option # 1 [All Contributions Prior to Final Reporting) <br />Commencing on the thirty-first (31St) day following a general or special election in <br />which the offices of mayor and/or council member were on the ballot, and <br />extending until seven (7) days prior to the general or special election for that office. <br />Option # 2 [Limit to Twelve Months) <br />Commencing three hundred and sixty five (365) days prior to a general or special <br />election in which the offices of mayor and/or council member are on the ballot, and <br />extending until the date of the general or special election for that office. <br />Option # 3 [Allow Contributions After the Election) <br />Commencing on the thirty-first (31St) day following a general or special election in <br />which the offices of mayor and/or council member were on the ballot, and <br />extending until the twenty-fifth (25th) day following a general or special election for <br />+h~+ ..~~.•o <br />C. "Organization or committee" includes an Independent Expenditure Committee. <br />
