BACKGROUND <br />The Engineering Division of the Public Works Department performs engineering studies <br />and design for City capital improvements projects either through in-house staff or <br />through contracts with outside consulting firms. This project was selected as a <br />candidate for consultant services due to its complexity and the need for additional <br />engineering support to meet the project's schedule. <br />The original consultant fee for this project was $136,738 and was awarded by the City <br />Council to Kimley-Horn and Associates on July 18, 2006. The additional engineering <br />services will consist of additional design work necessary for the addition of decorative <br />street lights, the extension of the existing sewer main to serve those properties on <br />septic systems that may want to connect to the City sewer system in the future, and <br />adding additional storm facilities to the existing storm drain system to address localized <br />drainage issues. These additional improvements were identified as a result of <br />completing the initial preliminary design. <br />During the initial design phase it was determined that the existing power poles that have <br />cobra-head lighting will need to be relocated behind the future sidewalk to <br />accommodate the widened roadway. The future location of the power poles with cobra- <br />head fixtures will not provide adequate light coverage and therefore separate pole <br />fixtures will need to be provided. Since the project is located within the Downtown <br />Specific Plan area, decorative lighting that has a lower head mounting will need to be <br />installed. The lower head mounting does not provide the light coverage of the standard <br />cobra-head lighting. To support this lighting arrangement, additional underground <br />conduit system will be needed to support the increase in the number of fixtures. The <br />decorative light fixtures will also be powered underground as opposed to overhead, as <br />currently exists. Since the new street section will have curb and gutter and concentrate <br />water flows, water will need to be collected and placed underground at location points <br />along the roadway where no storm drain inlets currently exists. Additionally, during the <br />public outreach process, some residents expressed the desire to connect to the City's <br />sewer system in the future. <br />Therefore, to accommodate these additional design needs into the project, an additional <br />scope of work was obtained from Kimley-Horn. The consultant has proposed to include <br />these modifications to the improvement plans for an additional fee of $59,257. Staff <br />concurs that the proposed fee for the additional scope of work is reasonable. <br />The proposal from Kimley-Horn and Associates is attached (Attachment 1) with the <br />scope of services, Task 1 through 5, and the lump sum of each task shown on Exhibit <br />A. <br />Page2of3 <br />
