BACKGROUND On November 6, 2007, the Pleasanton City Council awarded the construction contract to ValleyCrest Landscape Development, Inc. of Pleasanton, California, for the construction of the Bernal Community Park Sports Fields, Phase One. The subject project generally consists of the construction of the 13-acre first phase of Bernal Community Sports Park and includes the construction of two lighted baseball diamonds, one unlighted baseball diamond, a paved parking lot, public restroom building, storage building, access roadway and roundabouts, including underground infrastructure, grading, paving, landscape planting and irrigation, lighted pathways, play area with apparatus, site furnishings and other related improvements. Irrigation and water management features include bio-swales, undergrounds drain lines, and quick-drain sub-grades and under field drain lines on the baseball fields. Also included in the construction bid is a significant portion of the infrastructure required to service the Community Park, which includes storm drainage, the extension of Pleasanton Avenue from Valley Avenue (including two roundabouts), a sewer and water infrastructure extension from Bernal Avenue, and a joint utility trench. In addition, the project will require a significant amount of grading and infill to assure proper roadway and field elevations. CONSULTANT SELECTION PROCESS Staff has determined that BSK and Associates of Pleasanton, California, is the most qualified firm for the required inspection and testing services. BSK Associates is a local firm that has been through the City of Pleasanton's selection process several times for the City's on-call engineering consultant list, and is one of three firms that has been selected to provide on-call geotechnical services. Because there will be many times that short notice will be required for the project, BSK Associates will be able to respond in a timely manner. BSK Associates is also listed as the "Geotechnical Engineer-of-Record" on the project due to providing the initial Geotechnical Investigation in 2004, and has been closely involved in the project since its inception. Since BSK is already familiar with the project and the onsite conditions, the City will benefit by the continuity that contracting with BSK will provide. Under the proposed contract, BSK Associates will provide the following services: • Collection of samples of subgrade, fill, road base and trench backfill for laboratory moisture density curve determinations, sieve analysis, classification tests and r- value determination. • Perform field observations and nuclear field density tests in order to monitor fill placement and compaction. • Provide geotechnical and engineering consultations as required to address field conditions. • Perform specialty inspection and materials testing as required by project specifications and current building codes. • Documentation of daily field reports and laboratory test data. • Preparation of final report at completion of the project.
