BACKGROUND <br />On November 6, 2007, the Pleasanton City Council awarded the construction contract <br />to ValleyCrest Landscape Development, Inc. of Pleasanton, California, for the <br />construction of the Bernal Community Park Sports Fields, Phase One. The subject <br />project generally consists of the construction of the 13-acre first phase of Bernal <br />Community Sports Park and includes the construction of two lighted baseball diamonds, <br />one unlighted baseball diamond, a paved parking lot, public restroom building, storage <br />building, access roadway and roundabouts, including underground infrastructure, <br />grading, paving, landscape planting and irrigation, lighted pathways, play area with <br />apparatus, site furnishings and other related improvements. Irrigation and water <br />management features include bio-swales, undergrounds drain lines, and quick-drain <br />sub-grades and under field drain lines on the baseball fields. <br />Also included in the construction bid is a significant portion of the infrastructure required <br />to service the Community Park, which includes storm drainage, the extension of <br />Pleasanton Avenue from Valley Avenue (including two roundabouts), a sewer and water <br />infrastructure extension from Bernal Avenue, and a joint utility trench. In addition, the <br />project will require a significant amount of grading and infill to assure proper roadway <br />and field elevations. <br />CONSULTANT SELECTION PROCESS <br />Staff has determined that BSK and Associates of Pleasanton, California, is the most <br />qualified firm for the required inspection and testing services. BSK Associates is a local <br />firm that has been through the City of Pleasanton's selection process several times for <br />the City's on-call engineering consultant list, and is one of three firms that has been <br />selected to provide on-call geotechnical services. Because there will be many times that <br />short notice will be required for the project, BSK Associates will be able to respond in a <br />timely manner. BSK Associates is also listed as the "Geotechnical Engineer-of-Record" <br />on the project due to providing the initial Geotechnical Investigation in 2004, and has <br />been closely involved in the project since its inception. Since BSK is already familiar <br />with the project and the onsite conditions, the City will benefit by the continuity that <br />contracting with BSK will provide. <br />Under the proposed contract, BSK Associates will provide the following services: <br />• Collection of samples of subgrade, fill, road base and trench backfill for laboratory <br />moisture density curve determinations, sieve analysis, classification tests and r- <br />value determination. <br />• Perform field observations and nuclear field density tests in order to monitor fill <br />placement and compaction. <br />• Provide geotechnical and engineering consultations as required to address field <br />conditions. <br />• Perform specialty inspection and materials testing as required by project <br />specifications and current building codes. <br />• Documentation of daily field reports and laboratory test data. <br />• Preparation of final report at completion of the project. <br />Page 2 of 3 <br />
