Resolution No. 1578 <br />Page 2 <br />they pertain to the requirements for Negative Declarations <br />and Environmental Impact Reports and determines that the <br />proposed conditional uses and design review requests of the <br />Livermore-Amador Valley Water Management Agency (UP~77-16, <br />UP-77-20, Z-77-150) would not have any significant effect on <br />the environment to require the preparation of an Environmental <br />Impact Report because any potentially significant effects <br />Would be Tendered insignificant by the mitigation measures <br />set forth in Section 2 below. <br />Section 2. The environmental impacts of the overall Livermore~Amador <br />Valley Water Management Agency project have been studied and <br />passed upon by an Environmental Impact Statement prepared by <br />Livermore-Amador Valley Water Management Agency consultants <br />CURS) and approved by the Livermore-Amador Valley Water Manage- <br />ment Agency Board of Directors. However, the facilities to <br />be considered by the Planning Commission and Design Review <br />Board do have certain environmental impacts which can be <br />rendered insignificant by the incorporation of mitigation <br />measures into the approval, if any, given to the various <br />requests by Livermore-Amador Valley Water Management Agency. <br />The significant effects capable of mitigation and mitigation <br />measures are identified below: <br />a. Physical appearance (aesthetics): The facilities will <br />be designed and landscaped in a manner to minimize <br />any effect upon their location in the I~680 scenic <br />corridor. The location of the main pump station in the <br />existing levee system of Camp Parks Ponds adjacent to <br />I-680 and additional lowering of the facility below the <br />present grade will help to offset any negative aesthetic <br />aspects of the facility. Changes to the topography in <br />order to proceed with the projects will be minimal and <br />largely invisible from beyond the site. (.See Conditions <br />1, 5, 6, 10, 15, 16, and 17 of Z-77-150 and Condition 1 <br />of UP-77-16 and UP-77-20) <br />b. Noise: Although additional noise in the area will be <br />generated, it will be imperceptible at the VCSD plant <br />area due to existing, adjacent freeway noise. The <br />main export pump facility will be surrounded by a <br />block wall and its location far away from residential <br />uses and adjacent to commercial and industrial uses <br />will negate any adverse noise generated by the facil- <br />ity. (See Condition 3 of Z-77-150) <br />c. Odor: The reservoirs will hold treated effluent pre- <br />y oiv usly "deodorized" by the addition of chlorine. <br />The applicant will incorporate proceeds in the admini- <br />stration of its facilities to add additional chlorine <br />and odor controls (alternate use of ponds, washing of <br />exposed pond surfaces) to insure that no odor, other <br />than a slight chlorine smell, is created. (See <br />Condition 13 to UP-77-16 and UP-77-20) <br />
