PLANNING COMMISSION CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 1578 A RESOLUTION APPROVING A NEGATIVE DECLARATION FOR UP-77-16, UP-77-20, AND Z-77-150 RELATING TO LIVERMORE- AMADOR VALLEY WATER MANAGEMENT AGENCY WHEREAS, the Planning Commission, at its meeting of November 9, 1977, received a proposed Negative Declaration for Conditional Use Permit applications UP-77-16 and UP-77-20 and Design Review application Z-77-150 to locate pumping facilities, regulat- ing reservoirs and appurtenant facilities in the City of Pleasanton; and WHEREAS, said Negative Declaration was based upon an Initial Study done pursuant to the Environmental Impact Guidelines and Procedures adopted by the City Council of the City of Pleasanton by Resolution No. 77-66; and WHEREAS, the Planning Commission, at its meeting of November 9, 1977, received the Initial Study and proposed Negative Declaration in a report from the Director of Planning dated, November 9, 1977, regarding the proposed Conditional Use Permits; and WHEREAS, the Planning Commission was advised by the Deputy City Attorney of their responsibilities in reviewing the proposed Negative Declaration and the determinations required by Section 5.4(e) of Resolution No. 77-66; and WHEREAS, each member of the Planning Commission had before them copies of Resolution No. 77-66 at the time of considering the pro- posed Negative Declaration and Initial Study; and WHEREAS, the public was afforded an opportunity to comment on the pro- posed environmental assessment, which had previously been pub- lished in the Pleasanton. Times, at the time of the public hearing on the rezoning proposal; and WHEREAS, upon receipt of the staff report and public input, the Plan- ning Commission reviewed the provisions of the City's Guide- lines and Processing Procedures for the evaluation of projects and the preparation of Environmental Impact Reports as they pertain to requirements for Negative Declarations and Environ- mental Impact Reports in order to determine if a Negative Declaration is appropriate for the project and what mitigation measures, if any, must be undertaken to ensure that the pro- ject will not have a significant impact upon the environment. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTOPI DOES RESOLVE AS FOLLOWS: Section 1.
