PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1578 <br />A RESOLUTION APPROVING A NEGATIVE DECLARATION FOR <br />UP-77-16, UP-77-20, AND Z-77-150 RELATING TO LIVERMORE- <br />AMADOR VALLEY WATER MANAGEMENT AGENCY <br />WHEREAS, the Planning Commission, at its meeting of November 9, 1977, <br />received a proposed Negative Declaration for Conditional Use <br />Permit applications UP-77-16 and UP-77-20 and Design Review <br />application Z-77-150 to locate pumping facilities, regulat- <br />ing reservoirs and appurtenant facilities in the City of <br />Pleasanton; and <br />WHEREAS, said Negative Declaration was based upon an Initial Study <br />done pursuant to the Environmental Impact Guidelines and <br />Procedures adopted by the City Council of the City of <br />Pleasanton by Resolution No. 77-66; and <br />WHEREAS, the Planning Commission, at its meeting of November 9, 1977, <br />received the Initial Study and proposed Negative Declaration <br />in a report from the Director of Planning dated, November 9, <br />1977, regarding the proposed Conditional Use Permits; and <br />WHEREAS, the Planning Commission was advised by the Deputy City Attorney <br />of their responsibilities in reviewing the proposed Negative <br />Declaration and the determinations required by Section 5.4(e) <br />of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before them copies <br />of Resolution No. 77-66 at the time of considering the pro- <br />posed Negative Declaration and Initial Study; and <br />WHEREAS, the public was afforded an opportunity to comment on the pro- <br />posed environmental assessment, which had previously been pub- <br />lished in the Pleasanton. Times, at the time of the public <br />hearing on the rezoning proposal; and <br />WHEREAS, upon receipt of the staff report and public input, the Plan- <br />ning Commission reviewed the provisions of the City's Guide- <br />lines and Processing Procedures for the evaluation of projects <br />and the preparation of Environmental Impact Reports as they <br />pertain to requirements for Negative Declarations and Environ- <br />mental Impact Reports in order to determine if a Negative <br />Declaration is appropriate for the project and what mitigation <br />measures, if any, must be undertaken to ensure that the pro- <br />ject will not have a significant impact upon the environment. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTOPI DOES <br />RESOLVE AS FOLLOWS: <br />Section 1.
