NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />Section 1. The Planning Commission finds that the project will not <br />have a significant adverse effect on ,the environment, as <br />mitigated, and that a negative declaration will be prepared. <br />Section 2. That proposed Condition 2 contained in the November 9, 1977 <br />report be attached as a mitigating condition for the filing <br />of a negative declaration on this project, said condition <br />reads as follows: <br />2. That in order to insure the City's ability to monitor <br />the flow into the Sunol Boulevard Sewage Treatment <br />Plant and to decrease the risk of malfunctions to that <br />facility, the development be phased so that none of <br />the units are occupied during calendar year 1977 and <br />no more than 44 of the 78 units are occupied during <br />the 1978 calendar year. <br />Section 3.
