the two policy statements mentioned above serve as the type of <br />circulation element amendment which the Council was looking for <br />n they established the ad hoc committee; <br />Section 2. That the concept of the frontage road and ex- <br />Sion of Stoneridge Drive and the policy statements limiting <br />ess to Hopyard Road and channeling industrial traffic north <br />the freeway as directly as possible meets the spirit and <br />intent of the General Plan. <br />Section 3. The Planning Commission recommends to the City <br />uncil the adoption of GP-76-2, subject to the following con- <br />litions: <br />1. That the circulation pattern as shown on the attached <br />proposed circulation plan, Exhibit A, be adopted, with <br />the modification that the eastern terminus of the <br />frontage road be at the interchange of Tassajara Road <br />and I-580. <br />2. That the City adopt a policy statement to the effect <br />that all future direct access to Hopyard Road between <br />W. Las Positas Boulevard and Highway 580 be prohibited <br />and that access to properties bordering this thorough- <br />fare in this area be via frontage roads and/or east-west <br />roads, but that the latter be kept to the minimum <br />number possible. <br />3. That the City establish a policy requiring all <br />traffic generated by future land uses in the study <br />area to be channeled directly northward to utilize <br />the proposed frontage road so that such traffic is <br />directed quickly onto the freeway and is kept off of <br />other City streets to the maximum extent possible. <br />PASSED AND ADOPTED by the Planning Commission of the City <br />Pleasanton on the 12th day of May, 1976, by the following vote: <br />AYES: Commissioners Butler, Doherty, Carrigan, Shepherd <br />and Chairman Wood <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />ATTEST: Secretary Harris <br />)ate: May 12, 1976 <br />ttest: <br />n, l ~i <br />~~ ~ ~. <br />Walt ood, hairman <br />s, Secretary <br />as to form: <br />~.
