4. That mitigation measures have been taken and will <br />be taken to eliminate or reduce the adverse im- <br />pacts identified, during the development stages <br />of the project. <br />5. That the need for a full service hospital in <br />Pleasanton outweights the adverse environmental <br />impacts of the project which cannot be completely <br />mitigated. <br />Section 2. The Planning Commission recommends that the Reviewing <br />Body for EIRs, the City Council, consider the above <br />findings as a part of its reviewing process. <br />Section 3.
