Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />Abstain: None <br />MATTERS INITIATED BY COUNCIL <br />Mayor Hosterman said a couple of weeks ago the City received a visit from Philip Nape who is <br />an ambassador for the Blair Gallery in Scotland. He came and visited the Council on behalf of <br />the Provost, John Holbert, of Perth and Kinsross Council, who was brand new in office. She <br />said Provost Holbert wrote a letter into the record where greetings were sent from Scotland, <br />indicated Mr. Nape was an excellent ambassador of the Blair Gallery, many successful <br />exchanges have taken place, and the Mayor when visiting Perth and Kinsross, would be made <br />most welcome. <br />Councilmember McGovern said she discussed earlier about bringing the hillside ordinance to <br />Council and she confirmed with the City Manager it had not been yet scheduled but could <br />realistically come before the Council in January or February. She said the second part of the <br />proposed initiative has a housing unit definition in it and she questioned if staff had thought <br />about coming up with such a definition. City Manager Fialho said that in the context of the land <br />use element discussion, the Council will have an opportunity to adopt the draft General Plan <br />which is slated for March. At that point, the definition can be added. Councilmember McGovern <br />asked if it could be added before March, and the City Attorney said it could be added earlier but <br />the City would need to initiate an amendment to the General Plan which would need to go <br />before the Planning Commission and Council. Or, the Council could approve it as part of the <br />General Plan update. <br />City Manager Fialho recommended addressing the matter as part of the General Plan update <br />starting in late February/early March.
