Councilmember McGovern questioned ff there is adog-walking area, and Mr. Wilson said there <br />is a dog exercise area proposed within the 50 acres which he pointed out, but it was not in this <br />phase. <br />Councilmember Sullivan confirmed that the fields will open in April of 2009 and ready for <br />baseball season. <br />Motion: It was m/s by HostermanlThorne to approve plans and specifications, review of bids and <br />award of contract to Valley Crest Landscaping Development Inc., in the amount of <br />$6,778,079.80 for Bernal Community Park Sports Fields Phase I, CIP No. 007065; approve said <br />project budget, a project contingency of $800,000, and authorize the Director of Public Works to <br />approve said contingency costs and execute contract change orders necessary to complete the <br />project; authorize the City Manager to: execute a contract amendment with M.D. Fotheringham <br />Landscape Architects for additional architectural services, including construction related <br />services, in an amount not to exceed $380,000; agreement(s) for geotechnical, specialty <br />inspection, and project surveying not to exceed $150,000; and authorize funding of $8,808,079 <br />from the Bernal Community Park, Phase I (CIP 007065) and Bernal Property Improvement <br />Reserve (CIP 17045) for said project Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />Abstain: None <br />17. Approved modifications to the Guidelines for the City's Down Payment Assistance Loan <br />Program as recommended by the Housing Commission <br />Assistant City Manager Steven Bocian said the Council directed staff to work with the Housing <br />Commission to make amendments to their down payment assistance program which was done. <br />The staff report outlines four changes which were approved by the Housing Commission which <br />includes allowing a co-signer, not requiring the income of the co-signer be included for eligibility <br />purposes, establish a loan deferral period of up to 3 years which enables a borrower to qualify <br />for more funding, increase the maximum loan amount from $40,000 to $60,000 for moderate <br />income households, and to eliminate first time homebuyer restrictions for households who <br />currently own a program as part of the City's Homeowner Assistance program and staff <br />supports the Housing Commission's recommendations. <br />Councilmember McGovern confirmed with Mr. Bocian they were still utilizing a 50/50 split and <br />the report indicates they did receive a $250,000 grant from Cal FHA. She questioned if the <br />$60,000 could be for any income, and Mr. Bocian said the City currently has a $60,000 limit for <br />the low income and $40,000 for moderate, so they are recommending an increase for $60,000 <br />for moderate, so they are all at $60,000. Councilmember McGovern felt it was a positive step <br />and would help the Tri-Valley Opportunities Center, and Mr. Bocian said they have been <br />working successfully with them. <br />Motion: It was m/s by McGovern/Cook-Kallio to approve modifications to the Guidelines for the <br />City's Down Payment Assistance Loan Program as recommended by the Housing Commission. <br />Motion passed by the following vote: <br />City Council Minutes 16 November 6, 2007 <br />
