Approved modifications to the Guidelines for the City's Down Payment Assistance Loan
Program as recommended by the Housing Commission
Assistant City Manager Steven Bocian said the Council directed staff to work with the Housing
Commission to make amendments to their down payment assistance program which was done.
The staff report outlines four changes which were approved by the Housing Commission which
includes allowing a co-signer, not requiring the income of the co-signer be included for eligibility
purposes, establish a loan deferral period of up to 3 years which enables a borrower to qualify
for more funding, increase the maximum loan amount from $40,000 to $60,000 for moderate
income households, and to eliminate first time homebuyer restrictions for households who
currently own a program as part of the City's Homeowner Assistance program and staff
supports the Housing Commission's recommendations.
Councilmember McGovern confirmed with Mr. Bocian they were still utilizing a 50/50 split and
the report indicates they did receive a $250,000 grant from Cal FHA. She questioned if the
$60,000 could be for any income, and Mr. Bocian said the City currently has a $60,000 limit for
the low income and $40,000 for moderate, so they are recommending an increase for $60,000
for moderate, so they are all at $60,000. Councilmember McGovern felt it was a positive step
and would help the Tri-Valley Opportunities Center, and Mr. Bocian said they have been
working successfully with them.
Motion: It was m/s by McGovern/Cook-Kallio to approve modifications to the Guidelines for the
City's Down Payment Assistance Loan Program as recommended by the Housing Commission.
Motion passed by the following vote:
City Council Minutes 16 November 6, 2007
