City Manager Fialho said there was much discussion about this and what Ms. Wagner's recommendation is that with the revenue that can be generated from the TOT, the city has sufficient monies over a 17 year period to fund phases 1-4 of the community park and one facility. Some time in the future Council's next policy decision will be to decide what would be the next phase, which could be a combination of the community park with a portion of the open space or a total focus on the sports park and building that out, the decision of which will not be made for another year or two. Councilmember Sullivan noted there are many people interested in the sports park as well as those interested in open space and that was why he wanted to re-look at parcel assessments and what they would achieve. Councilmember McGovern felt there were many people in the community interested in trails and in starting the landscaping due to phasing their maturity. Councilmember Sullivan said the survey was good information, but if we start building something and we show through focus groups what things look like, the City might be able to better sell a bond even at a lower amount than what we know currently. He appreciates the Committee's; felt it was a good plan and something to move forward with. Councilmember McGovern said when bids are done for the second and third phase of the community park, she confirmed with the City Manager that an alternate bid could be inserted for landscaping and possible trails close to the area to determine how much they would cost, which would help in making a better decision. Councilmember Thorne said he thinks the Council's objective is to get the funding to build the entire park and we should do this as quickly as possible. He agrees there would be difficulty in getting bond measures passed until we can show what the park will look like, but he felt it could happen. He felt the Council should begin getting together with some organizations in town to help us educate the public and help get support for financing. Motion: It was m/s by Thorne/Cook-Kallio to approve the Financing Plan for the Bernal Specific Plan as recommended by the Bernal Financing Committee and direct staff and the Committee to regularly update the Plan to track current expense and revenue information; include a copy of the Plan with any report/recommendation concerning Program related capital expenditures; and update the Plan as part of the Bi-annual Capital Improvement Budget. Approve plans and specifications, review of bids and award of contract to Valley Crest Landscaping Development Inc., in the amount of $6,778,079.80 for Bernal Community Park Sports Fields Phase I, CIP No. 007065; and approve said project budget Director of Public Works Rob Wilson said the community park itself is 50 acres of the total 318 acres; the concept is to develop it within four phases, he noted the many proposed amenities for the park and presented a map of what was proposed for Phase One. He pointed out amenities and said the extension of the roadway will provide access to the parking lot area. Phase One is 13.2 acres of the 50 acres, includes amenities, 900 feet of a two-lane extension of roadway from the south of Valley Avenue, paved parking for 105 vehicles, a restroom facility, a children's play area, central plaza, a storage facility, lighted pathways, and landscaped areas.
