20. That a ten foot wide public service ease- ment be granted to the City for the north south water line that will be required to serve this development. 21. That all electrical and communications facilities within future Vine Street be installed underground. 22. That the developer be advised that capacity in Pleasanton's sewage treatment plant is limited and should it be evident to the Director of Public Works that no capacity is available in Pleasanton's sewage treatment plant at such time as applications for building permit within this development are received, said building permits may be withheld until capacity is available. 23. That any fire protection facilities required by the fire chief be provided by the developer. 24. That the driveway width be increased to provide a minimum width of 23 feet at all locations. 25. That the developer be advised that his plans for drainage into the Arroyo del Valle must be submitted to and approved by the State Department of Fish and Game as well as the City of Pleasanton prior to construction of said drainage facilities. 26. That the fee required by Mutual Benefit District #5 applicable to this property be paid prior to issuance of a building permit. 27. That site plan and elevations for the elderly housing be returned to the full Commission after staff review. 28. That Vine Street assessment district negotiations be entered into by the applicant. 29. That an automatic irrigation system be included in the landscaping plan. 30. That a more extensive landscaping plan that includes sizes and variations be submitted. 31. That an interior on-site lighting program be submitted for staff and Commission's review.
