approximately $190,000 and the annual net positive fiscal impact would be $185,000, <br />the same as with the average costing method. Staff notes that a portion of the City's <br />first year expenses would be mitigated by the applicant's contribution of $75,000, which <br />is approximately one-half the cost of a police officer's salary and benefits. <br />Staff understands the concerns of many in the community regarding the effects of a new <br />Home Depot on existing home improvement businesses in Pleasanton, especially <br />established, smaller stores. There is the possibility that some smaller stores may be <br />more negatively impacted than the City's consultant has estimated. Conversely, staff <br />also notes that some residents at the workshop expressed that they would continue <br />shopping at smaller existing hardware and related home improvement stores despite <br />the presence of a second Home Depot store because of the better service, superior <br />quality, greater variety, and convenience of such stores. <br />Traffic <br />Staff retained Dowling and Associates to prepare the initial traffic report for the <br />proposed project. This entailed conducting a traffic model run for the proposal, <br />addressing weekday peak hour traffic under Existing + Approved and Existing + <br />Approved + Project conditions, consistent with City policy. <br />As a result of subsequent questions regarding (a) weekend traffic, (b) traffic resulting <br />from a potential closure of the existing Johnson Drive Home Depot, and (c) traffic <br />resulting from other uses of the site, staff hired Kimley Horn to prepare a second traffic <br />report to address those issues. The City's Traffic Engineer worked with Kimley Horn to <br />identify the additional scenarios for this report. Weekday traffic conditions were re- <br />examined to determine the effects of closure of the existing Johnson Dr. store, as was <br />requested at the community workshop. Weekend traffic was examined under the <br />following scenarios: <br />• Existing conditions <br />• Existing conditions + the proposed store <br />• Existing conditions + proposed store + California Splash expansion <br />• Existing conditions + proposed store + California Splash expansion with closure of <br />Johnson Dr. store <br />Traffic impacts for alternative uses on the site were analyzed for a grocery store, a <br />smaller home improvement store, and an auto service center. <br />The results of the latest study showed the following: <br />During weekday peak periods, several intersections do not operate at acceptable <br />levels of service with or without the project; <br />• Closure of the Johnson D~ ive store would have minimal impact on intersection <br />delay; <br />Page 5 of 14 <br />
