his/her absence within three days of the date his/her <br /> resignation was affected. <br /> <br />23.2 Voluntary Resiqnation <br /> <br /> An employee may resign in good standing by submitting to the <br /> Personnel Officer a written resignation stating the reasons <br /> therefor and effective date thereof at least two (2) weeks <br /> prior thereto. <br /> <br /> A statement as to the resigned employee's performance shall be <br /> forwarded to the Personnel Officer by the Department Head. <br /> <br />23.3 Reinstatement <br /> <br /> With the approval of the Personnel Officer, a permanent or <br /> probationary employee who has resigned in good standing may be <br /> reinstated within two (2) years, of the effective date of <br /> resignation, to a vacant position in the same or comparable <br /> class. Upon reinstatement, the employee, for all purposes, <br /> shall be considered as though he/she received a new <br /> appointment. <br /> <br />23.4 Layoff <br /> <br /> The Appointing Authority may lay off an employee in the <br /> competitive service because of material changes in duties, <br /> organization or shortage of work or funds. The employee shall <br /> be notified of such action in writing together with reasons <br /> therefor. <br /> <br />23.5 Order of Layoff <br /> <br /> Layoffs shall be by position classification within a division. <br /> In effecting layoffs, employees with the least length of <br /> service in the classifications affected shall be laid off <br /> first. <br /> <br />23.6 Length of Service <br /> <br /> Length of service shall be service time in the classification <br /> in either a permanent or probationary status. When two or more <br /> employees in a classification have the same length of service, <br /> seniority shall first be determined by length of service in a <br /> permanent or probationary status in the division, second by <br /> length of service in a permanent or probationary status within <br /> the department, third by length of service in a permanent or <br /> probationary status within the City, and fourth by length of <br /> service in a part-time or temporary status with the City. <br /> <br />23.7 Bump~_~g <br /> <br /> Employees scheduled to be laid off may bump the least senior <br /> employee in the next lower paying classification of like work <br /> in their division. Employees must declare their intention to <br /> exercise this right in writing prior to layoff, otherwise this <br /> right shall automatically terminate. Bumping shall not occur <br /> outside the division. To successfully bump, the employee must <br /> <br /> - 29 - <br /> <br /> <br />
