Other Council Recommendations <br /> <br />The Council chose not to participate in the Tri-Valley <br />Transportation Plan, and therefore, did not recommend <br />appropriating the $1,500 requested. The Council also chose not <br />to appropriate $73,000 for a consultant to review the City's fee <br />structure. <br /> <br />Council requested that the Park & Recreation Commission review <br />the $200,000 budgeted in the 1987-88 Capital Improvement Program <br />for the development of Paseo Santa Cruz Park, to determine if the <br />funds could be better utilized sooner in existing parks in the <br />same neighborhood. <br /> <br />Council also recommended that any adopted capital improvement <br />projects related to downtown improvements be deferred until the <br />formation of the Community Development Agency is resolved. <br /> <br />Proposition 4 <br /> <br />The Council recommended the following revised Proposition 4 <br />Reserve Fund budget for the four year period ending June 30, <br />1988: <br /> <br /> Revised <br /> Budget <br /> <br /> Library $ 5.20 million <br /> Valley Ave. Ext. 3.79 <br /> School Dist. Funding 4.00 <br /> Park Projects 1.29 <br /> $14.28 million <br /> <br />This budget is based on revised Proposition 4 Reserve Fund <br />estimated revenues of $14,277,560. <br /> <br />The impact of this recommendation will be to utilize $1.29 <br />million in Park Dedication fees to fund already approved Park <br />Projects, thereby reducing the transfer from the General Fund for <br />Proposition 4 projects.
