FINANCIAL STATEMENT <br />The Alameda County Surplus Property Authority entered into an a Memorandum of <br />Understanding with the City dated April 18, 2006 in which it agreed to reimburse the <br />City for costs related to preparation of a project Environmental Impact Report (EIR). In <br />addition, City staff has regularly conferred with the County regarding EIR amendments, <br />and it has approved the amendments outlined in this report. As a result, these <br />amendments will not result in a financial impact to the City. In addition, it is understood <br />that the County will assume the costs of any additional EIR amendments related to the <br />project. <br />BACKGROUND <br />The City has entered into a Memorandum of Understanding (MOU) with the Alameda <br />County Surplus Property Authority regarding the potential development of the 124-acre <br />Staples Ranch site. Staff has determined that this project requires an Environmental <br />Impact Report, and the Council has previously approved an agreement with EIP <br />Associates, a division of PBS&KJ, to complete the work. During the course of the <br />project, it has become necessary to amend the contract for additional work tasks not <br />anticipated in the original contract. The sixth amendment, for a total cost up to $15,720, addresses <br />additional traffic and transportation analysis not part of the project traffic study.
