CITY COUNCIL AGENDA REPORT <br />P <br />December 4, 2007 <br />Assistant City Manager <br />Planning and Community Development <br />TITLE: APPROVE AMENDMENTS TO THE CONSULTANT CONTRACT WITH EIP <br />ASSOCIATES, A DIVISION OF PBS&J, FOR PREPARATION OF AN <br />ENVIRONMENTAL IMPACT REPORT FOR THE STAPLES RANCH <br />PROJECT, PUD-57, PUD-67, PUD-68, PUD-70, AND PSP-11. <br />PROPERTY OWNERS: Alameda County Surplus Property Authority (ACSPA) <br />GENERAL PLAN: Alameda County General Plan-Mixed-Use/Business Park <br />City of Pleasanton General P/arr-Medium Density Residential (2 to <br />8 dwelling units per gross acre) and High Density Residential <br />(greater than 8 dwelling units per gross acre); Parks and <br />Recreation; and Retail/Highway/Service Commercial, Business and <br />Professional Offices <br />ZONING: 122.5 acres of the 124 acre project site are located in unincorporated <br />Alameda County and are currently zoned Agriculture by Alameda County <br />and 1.5 acres of the project site are located in the City of Pleasanton and <br />are zoned Planned Unit Development-Medium Density Residential <br />(PUD-MDR). <br />SUMMARY <br />On April 18, 2006 the City Council authorized the City Manager to execute a contract <br />with EIP Associates, a division of PBS&J, for consultant services in the amount of <br />$161,446 for the preparation of an Environmental Impact Report (EIR) for the proposed <br />Staples Ranch development, PUD-57 (Hendrick Automotive Group), PUD-67 (Fremont <br />Land), PUD-68 (Continuing Life Communities), PUD-70 (Community Park), and PSP-11 <br />(Stoneridge Drive Specific Plan Amendment). This report recommends approval of <br />additional contract amendments and authorization for the City Manager to approve <br />future amendments without a limit on the cost of the amendments if they are deemed <br />necessary to complete the project. <br />RECOMMENDATION <br />1. Approve the Fifth and Sixth Amendments (Attachment 1) to the EIP Contract <br />dated April 18, 2006. <br />2. Authorize the City Manager to approve and execute future contract amendments <br />required to complete the project provided the City is reimbursed from project <br />sponsors for project costs. <br />
