SCOPE OF SERVICES
The joint-venture team will provide the requested engineering observations and ossociated
testing for the various phases of construction for the project when requested by the City of
Pleasanton project representative. Mr. James Mullen will coordinate the engineering services
with the City of Pleasanton and be responsible for providing the construction documentation
required. The scope of services for each phase and the firm responsible for that phase are
presented below.

Mass CradincJ Operations (Merrill, Seeley, Mullen, Sandefur, Inc.) We will observe the clearing
and grubbing operations including removal of concrete and aspheltic concrete pavement. We
will observe scarification, moisture-conditioning and compaction of the exposed subgrade soils
prior to placement of fill materials. We will observe the placement and compaction of
engineered fill materials including structural backfill in order to evaluate the uniformity of
moisture and compactive effort. Field density tests will be taken to confirm our opinions
regarding the degree of compaction obtained.

Trench Backfill Operations (Merrillt Seelay, Mullen, Sandefur~ Inc.) We will observe the
placement and compaction of beckfill materials for the storm drain, sanitary sewer and water
line trenches. Field density tests will be taken to confirm our opinions regarding the degree of
compaction obtained.

Pavements (Merrill, Seeley, Mullen, Sandefur, Inc.) We will observe the final subgrade
preparation and placement and compaction of the aggregate sub-base and aggregate base
materials. Field density tests will be taken to confirm our opinions regarding the degree of
compaction obtained. During asphaltic concrete placement, observations and density testing
will be provided as requested by the City of Pleasanton.

Pre-Stressed Concrete Pile Fabrication (Signet Testing Labs) We will continuously perform pile
fabrication plant inpsection. We estimate approximately one (I) week for completing the
fabrication. As part of our inspection services we will provide the following:

· Check stressing procedures

· Check strand~ spiral wire and flextube to ensure compliance with design drawings

· Make concrete cylinders (3/day)

· Review periodically concrete batching operation and its compliance with the approved
design mix
