City council elections. <br /> Existing law provides that a city may have alternative forms <br /> <br /> counc~ elections may be by districts or from districts, as <br /> defined, or by districts and from districts with an elective <br /> mayor. <br /> This bill would impose a state-mandated local program by' <br /> requiring that, notwithstanding any other provision of law, <br /> . every city with a population off,5,000 or more be governed by <br /> a city council comprised of members representing <br /> single-member districts, with one council member who <br /> Oresides in ea6h district to be elected by voters of that district. <br /> It would provide that no council member shall be elected in <br /> an at-large election or from a multimember district. <br /> This bill would provide that its provisions shall not prohibit <br /> a city from electing a mayor or a city manager to govern the <br />O city in addition to the city council. <br /> <br /> <br />
