Box 520 Pleasanton, CA 94566 Dear Mayor Mercer: After two years of exhaustive study, the State Water Resources Control Board (SWRCB) staff report released February 5 recommended that EBMUD be allowed to utilize water from the American River to ensure a high quality water supply for its customers and future generations. The report made a number of key points: * American River water would provide the best water quality and pose the least public health risk than any other alternative. * There is no alternative clearly superior to EBMUD's proposal. * EBMUD has a need for additional high quality water to meet future demands. * The effect of diversion on the American River would be virtually negligible or minor under even maximum conditions. If the staff report is adopted by the SWRCB and accepted by the court, East Bay customers will be assured of a high quality source of water for the future. Your support is essential at this time. I have enclosed a package of material to present the facts, including a model resolution and sample letter of support. I urge you to have your city council adopt this resolution and to incorporate it with your personal letter. I would be happy to have a representative from EBMUD appear before your council. I would also welcome your participation at the SWRCB hearings tenta- tively scheduled for June 17, 1987 in Sacramento, and June 22 in the East Bay area. I believe the findings in the staff report support our proposal to make prudent use of the water from the American River for the thousands of families EBMUD serves in Contra Costa and Alameda counties.
