Box 520 <br /> Pleasanton, CA 94566 <br /> <br /> Dear Mayor Mercer: <br /> <br /> After two years of exhaustive study, the State Water Resources Control <br /> Board (SWRCB) staff report released February 5 recommended that EBMUD be <br /> allowed to utilize water from the American River to ensure a high <br /> quality water supply for its customers and future generations. <br /> <br /> The report made a number of key points: <br /> <br /> * American River water would provide the best water quality and pose <br /> the least public health risk than any other alternative. <br /> * There is no alternative clearly superior to EBMUD's proposal. <br /> * EBMUD has a need for additional high quality water to meet future <br /> demands. <br /> * The effect of diversion on the American River would be virtually <br /> negligible or minor under even maximum conditions. <br /> <br /> If the staff report is adopted by the SWRCB and accepted by the court, <br /> East Bay customers will be assured of a high quality source of water for <br /> the future. <br /> <br /> Your support is essential at this time. I have enclosed a package of <br /> material to present the facts, including a model resolution and sample <br /> letter of support. I urge you to have your city council adopt this <br /> resolution and to incorporate it with your personal letter. I would be <br /> happy to have a representative from EBMUD appear before your council. <br /> <br /> I would also welcome your participation at the SWRCB hearings tenta- <br /> tively scheduled for June 17, 1987 in Sacramento, and June 22 in the <br /> East Bay area.
