individual residential building sites require appropriate Bay Area Air Quality <br />Management District dust control measures. These requirements will be monitored <br />during construction. <br />To address the potential impacts on sensitive receptors to substantial pollutant <br />concentrations due to project grading, the dust control plan and/or procedure shall be <br />submitted to the Planning Director and the City Engineer, City of Pleasanton, for review <br />and approval before the City issues a grading permit. The dust control plan shall state <br />the BAAQMD dust control measures in the grading plans and the construction contracts <br />for grading and project site preparation. These requirements will be monitored during <br />all construction phases by City of Pleasanton Inspectors. <br />d. Remaining Impacts. <br />Any remaining impacts related to dust impacts to sensitive receptors will be less than <br />significant. <br />Biological Resources <br />Impact on any species identified as a candidate, sensitive, or special status species <br />1. Loss of California Tiger Salamander (CTS) and its Habitat (DE/R, pp. 104-105, <br />111-113 and 359/360; Condition 9a and 9f of PUD-33; MMIP D 1-D~. <br />a. Potentiallmpact. <br />The Original Project's potential impacts related to the disturbance or removal of upland <br />or dispersal habitat of CTS are discussed in the DEIR at page 105 and the <br />Environmentally Superior Project's impacts are discussed at page 359. <br />b. Mitigation Measures. <br />The following mitigation measure is hereby adopted and will be implemented as <br />provided for in the Mitigation Monitoring and Implementation Program: <br />• Implement Oak Grove Planned Unit Development (PUD-33) Mitigation <br />Measure D1 and D2. <br />c. Findings. <br />Based on the EIR and the entire record before the City, the City finds that: <br />(i) Effects of Mitigation <br />• The Environmentally Superior Project's potential impacts related to the CTS <br />habitat will be mitigated to less-than-significant levels through the implementation <br />Exhibif A Page 15 of 45 Ordinance No. 1961 <br />PUD-33, Oak Grove <br />
