GENERAL INFORMATION <br />a) The purpose of this Request for Proposal (RFP) <br />The City of Pleasanton is seeking the services of a qualified vendor to provide Self-Contained <br />Breathing Apparatus (SCBA) to the Livermore-Pleasanton Fire Department. <br />b) Background <br />Livermore-Pleasanton Fire Department (LPFD) is an emergency response and community <br />service organization serving the Cities of Livermore and Pleasanton. The Fire Department's core <br />purpose is to make the Communities of Livermore and Pleasanton safe for all citizens in order to <br />live and work by protecting life, property, and the environment. LPFD provides fire suppression <br />and prevention, emergency hazardous materials response, emergency medical services and <br />specialized rescue via eight Engine Companies and two Truck Companies located in ten fire <br />stations strategically located throughout both Cities. In, 2006, the Department responded to over <br />ten thousand calls for service. These service calls ranged from fires, medical aid, hazardous <br />materials, general service and other alarms. LPFD is staffed by 1081ine firefighters, and 22 <br />Administrative Staff comprised of chief officers, inspectors, management and support staff. <br />The Livermore-Pleasanton fire fighters are routinely exposed to hazardous atmospheres in the <br />course of their assigned activities and required to use respiratory protective devices, SCBA. _ <br />SCBAs are approved and certified in accordance with CAL/OSHA Section 5144, and the <br />methods and requirements specified by the National Institute of Occupational Safety and Health <br />(NIOSH) under 42 CFR Part 84. The LPFD is currently equipped with the Mines Safety <br />Appliance (MSA) Custom 4500 PSI Self Contained Breathing Apparatus and has upgraded this <br />equipment over the years to meet previous NFPA and OSHA standards. <br />The members of the LPFD operate in "Immediate Danger to Life and Health" (IDLH) <br />atmospheric emergencies on a routine basis. The LPFD personnel are protected from injury and <br />death by donning SCBA. Fire fighting and other emergency service personnel depend on SCBA <br />for respiratory protection against the products of combustion, hazardous materials, oxygen <br />deficiency, and other IDLH atmospheres. <br />Exhibit A <br />
