Negotiated the outline of purchase and development terms fora 5+/- acre neighborhood <br />park and joint detention basin on property currently designated as "auto mall option" in <br />the MOU. <br />PROJECT DESCRIPTION <br />ACSPA proposes to amend the 1989 SDSP to revise planned land use designations, <br />development intensities, and circulation patterns. The ACSPA will apply for annexation <br />and a prezoning of the property. The entitlements required for this project include a <br />Specific Plan amendment, a development agreement, PUD rezoning and development <br />plan approval, tentative subdivision map approval and final map approval. Partnering <br />with the ACSPA are the City, which would develop the park, Hendrick Automotive <br />Group, developer of the proposed auto mall, Continuing Life Communities, developer of <br />the senior continuing care community, and Fremont Land, developer of the proposed <br />retail shopping center. The proposed project concepts are also described below. <br />Hendrick Automotive Group-Auto Mall <br />The auto mall would be located on an approximately 37 acre site and would have up to <br />331,000 square feet of buildings and up to 3,270 parking stalls. It is anticipated that <br />295,585 square feet of buildings would be initially constructed, thus allowing for 35,415 <br />square feet of potential future expansion. If 331,000 square feet of buildings were <br />ultimately built, the project's FAR would be 21 %. The dealerships would range from <br />approximately 20 to 43 feet in height and 12,000 to 78,330 square feet in size. Roof top <br />parking is proposed on three of the buildings, A (Lexus), C (Mercedes Benz), and E <br />(BMW), as shown in Attachment 1. An illuminated freeway sign, approximately 50 feet <br />tall and individual dealership signs ranging from 19 to 22.5 feet in height, are being <br />proposed by the applicant. For security reasons, the site would be illuminated at night. <br />Landscaping would be primarily located around the perimeter of the site to reduce tree <br />droppings on cars for sale. Two car washes, each approximately 1,700 square feet in <br />size, are proposed on site. The dealerships are anticipated to be Lexus, Volvo/Infiniti, <br />Mercedes Benz, BMW, BMW Mini, and Acura. It is anticipated that Mercedes Benz <br />would own its own parcel. The dealerships would be cream, white, or gray in color, with <br />either neutral or primary color trim such as red or blue. <br />Continuing Life Communities-Senior Continuing Care Facility <br />Continuing Life Communities is proposing to develop a continuing care retirement <br />community located on approximately 46.1 acres that includes a range of senior housing <br />options and services including personal care/skilled nursing. As the City Council may <br />recall from the MOU review, a continuing care retirement community is licensed by the <br />State of California and regulated under the Health and Safety Code as a residential care <br />facility for the elderly (RCFE). Asa condition of licensure, RCFE's must provide <br />residents with basic services including personal assistance and care, regular <br />observation of physical, mental, emotional and social functioning, planned activities, <br />food services, and arrangements for obtaining incidental medical and dental care. The <br />proposed development also includes long term care "insurance" by guaranteeing <br />access to the planned assisted living/ skilled nursing services that will be provided in the <br />Page 5 of 16 <br />
