BACKGROUND <br />On January 3, 2006, the City Council approved 3-year term limits for members of the <br />Trails Ad Hoc Committee (an advisory body to the Parks and Recreation Commission). <br />This included initial 4-year terms for the Non-Motorized Transportation representative <br />and one (1) Community-at-Large representative to ensure that a complete turnover of <br />Committee members would not adversely affect trail projects in various stages of <br />development. The terms for these two (2) positions are now expiring. <br />The Council agreed to a maximum of six (6) years on the Committee, with the exception <br />of the above positions, which could serve a total of seven (7) years (to provide for an <br />overlap in terms). The Council also added an Alternate member to the Committee, <br />which would allow the appointee to learn how the Committee operates and understand <br />trails issues prior to being considered for regular appointment. <br />In May 2007, staff began the recruitment process with ads in the Pleasanton Weekly <br />and on the City's website. By the original June 22 deadline, only one (1) application <br />had been received. The recruitment was extended to July 13, and additional ads were <br />placed in local area newspapers. This resulted in 14 additional applications being <br />received. <br />At the June 14, 2007 Parks and Recreation Commission meeting, Commissioners Jerry <br />Pentin and Ted Kinzer were appointed to serve as a Selection Subcommittee to review <br />Trails Ad Hoc Committee applications, interview candidates, and provide <br />recommendations to the full Commission. <br />The Selection Subcommittee established the following criteria to assist in evaluating <br />each of the candidates: <br />• Applicant's reason for wishing to serve on the Committee, and what they hoped <br />to accomplish during the three (3) year term; <br />• Ability to devote time to Committee meetings and related tasks, including <br />interaction with the community; <br />• Level and type of interest in trails, and amount of experience with trail-related <br />issues; <br />• Experience and willingness to work with trails-related groups, City commissions, <br />and committees; and <br />• Awareness of the Committee's purposes, advisory role, and current priority <br />projects. <br />Two (2) applicants withdrew their applications prior to the scheduled interviews, and one <br />(1) applicant was unable to reschedule his original appointment. The remaining 12 <br />applicants were interviewed over a 10-day period. Applicants displayed a high level of <br />interest in trails and related issues, as well as a desire to serve the community. Based <br />on its final review, the Selection Subcommittee suggested that the following individuals <br />be recommended to the City Council for appointment to the Trails Ad Hoc Committee: <br />Page 2 of 3 <br />
