BACKGROUND <br />The City is currently reviewing development applications for the Staples Ranch <br />Development including an auto mall, continuing care community, retail center <br />neighborhood park and community park including an ice skating facility. Staples Ranch <br />is approximately 124 acres of undeveloped land located outside the City limits, but <br />within the City's Sphere of Influence and Urban Growth Boundary. Staples Ranch is <br />also part of the larger 293 acre Stoneridge Drive Specific Plan area. The Stoneridge <br />Drive Specific Plan was adopted by the City in 1989. <br />As part of the Staples Ranch review process, the Council is desirous of knowing the <br />fiscal impacts to the City of the project (both additional revenues and additional <br />expenditures). To meet this need, staff is recommending entering into an agreement <br />with Mundie and Associates to complete a fiscal impact study with the following tasks: <br />. Accurately define the full nature and scope of the proposed development and <br />identify potential revenue sources and fiscal issues; <br />. Review of the City Budget and project financial information and identify future City <br />services and capital outlays that may be required to support the development; <br />. Prepare revenue projections and financial assumptions for the proposed <br />development; <br />. Estimate changes to revenues currently received from the Pleasanton Auto Mall and <br />Mercedes- Benz of Pleasanton and factor these existing revenues into the fiscal <br />analysis for the proposed development; <br />. Evaluate the impacts of redeveloping the current Hendrick and Mercedes-Benz <br />sites; <br />. Preparation of a final report. <br />Based on the quality of the proposals including the proposed fees, staff is <br />recommending Mundie and Associates for this project. Mundie & Associates has <br />considerable experience providing fiscal analysis related to new development and <br />redevelopment and as a result, it well qualified to complete this work. <br />DISCUSSION <br />The Staples Ranch development has the potential of having a significant fiscal impact <br />on the City. Staff is attempting to accurately assess this impact so the Council and <br />public can consider it as part of the project review process. The fiscal impact analysis <br />study will meet this need and help the City with its long range fiscal planning. The study <br />is not required as part of the review process but is recommended by staff to generate <br />additional project information. The consultant will also be available to provide the study <br />results to the City Council at a public meeting. <br />Page 2 of 3 <br />
