questioned whether the Council wanted to hold off on existing development applications, and <br />Councilmember McGovern said she was not in favor of this. <br />Councilmember Cook-Kallio said she was not sure how far the projects have gone through; that <br />if they have gone through correctly she was not supportive of stopping them, but wanted to hear <br />some discussion and feedback from residents. She felt there are certain things that can soften <br />developments that are not prohibitive to those who have gone through the process. Also, going <br />through all City steps was cumbersome at best. She was not in favor of changing the rules for <br />those in the current process, but felt discussions might allow for improvement of future <br />developments. <br />Mayor Hosterman also said she wanted to go back and review the specific plan and re-educate <br />herself on the document. She was not interested in holding up projects, thinks the Council did a <br />good job tonight and were capable of looking at projects on their own merits and whether or not <br />they fit with the downtown. But, she was also not opposed to holding discussions on future <br />project design review for residential developments. <br />Councilmember Thorne felt the discussion should occur, and Councilmember Sullivan said one <br />development had a workshop at a Planning Commission meeting and this is the time the <br />information should be injected into the discussion. He felt staff should prioritize the workshop to <br />get some information and feedback into the process. <br />Mayor Hosterman felt the review was rather subjective without specific design guidelines, but <br />said the Council has a lot of leeway and she feels strongly about that.
