questioned whether the Council wanted to hold off on existing development applications, and Councilmember McGovern said she was not in favor of this. Councilmember Cook-Kallio said she was not sure how far the projects have gone through; that if they have gone through correctly she was not supportive of stopping them, but wanted to hear some discussion and feedback from residents. She felt there are certain things that can soften developments that are not prohibitive to those who have gone through the process. Also, going through all City steps was cumbersome at best. She was not in favor of changing the rules for those in the current process, but felt discussions might allow for improvement of future developments. Mayor Hosterman also said she wanted to go back and review the specific plan and re-educate herself on the document. She was not interested in holding up projects, thinks the Council did a good job tonight and were capable of looking at projects on their own merits and whether or not they fit with the downtown. But, she was also not opposed to holding discussions on future project design review for residential developments. Councilmember Thorne felt the discussion should occur, and Councilmember Sullivan said one development had a workshop at a Planning Commission meeting and this is the time the information should be injected into the discussion. He felt staff should prioritize the workshop to get some information and feedback into the process. Mayor Hosterman felt the review was rather subjective without specific design guidelines, but said the Council has a lot of leeway and she feels strongly about that. She thinks it is a good idea and works toward ensuring guidelines are in place.
