Councilmember Thorne said he lives in Pleasanton Valley and the trains wake him up in the
summertime when he has his window open, agrees with the speakers, felt the engineers are not
very conscious of the fact that they are going through a populated area. He would support
returning the item during discussion of the CIP and thinks it is a problem.
Councilmember Sullivan said he hears the diesel engine on the other side of the freeway, and
felt the Council should look at the item in the context of other projects, and agreed it should be
on the CIP list.
Councilmember McGovern felt there is a progression towards more trains coming into
Pleasanton, felt the numbers will increase and felt the City should plan that this will be the reality
which gives this much more credibility of doing something, as it is going to get worse and not
better, asked to see the schedule and distinguish between whether they are ACE and freight
trains. Mayor Hosterman agreed, felt it was a big concern and an issue regarding quality of life
and wanted to see how the four projects might get done sooner rather than later.
Motion: It was m/s by Cook-Kallio/Thorne to review potential costs and procedures required to
establish railroad quiet zones at grade train crossings as part of the discussion during the CIP
mid-year review in May.
Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman
Noes: None
Absent: None
Abstain: None
MATTERS INITIATED BY COUNCIL
Councilmember Throne announced that Pleasanton will host the League's East Bay Division
dinner meeting on November 15. The speaker, David Stark will address the East Bay housing
market.
Councilmember Thorne confirmed with the City Manager that the Pleasanton Upper Field is on
the priority list and that it would return to Council sometime late in 2008.
Councilmember McGovern felt the all-weather field is risky being that the property is owned by
the District and she would rather look to see how close the City would be for an all-weather field
at Bernal.
Councilmember Sullivan questioned if there was interest to have community workshops on the
subject of how the City refines the residential development we want to see downtown, and
provide outreach to residents, the development and business community so as to build more
housing that everyone can feel good about it. He felt there has been conflict between the groups
and he did not want conflict every time projects come forward.
Mayor Hosterman agreed with holding workshops and Councilmember Thorne agreed as well.
Councilmember McGovern agreed, felt people buy small homes and want to make them bigger
and green space gets lost. She questioned if neighborhood meetings have been held with City
planners and residents and whether input has been received from those who live in the core of
the downtown about higher density in the downtown.
Councilmember McGovern felt a town hall meeting was needed on the downtown to discuss
concerns and then staff could bring back those concepts to the Council.
