<br />Ms. Stern then indicated the proposed Land Use Map changes as follows: <br />? <br /> <br />BART Station at Stoneridge Mall Road, from Commercial to Mixed Use; <br />? <br /> <br />Hacienda Business Park, from Business Park to Mixed Use, except for the <br />residential areas that already exist there; <br />? <br /> <br />East Bay Regional Park District property on Foothill Road, for a strip on the <br />Garms Ranch, from Public and Institutional to Park and Recreation; <br />? <br /> <br />Applied Biosystems on Sunol, from General and Light Industrial to Business <br />Park; <br />? <br /> <br />San Francisco Water District property, Castlewood Country Club property, and <br />other properties beyond the urban growth boundary south of Happy Valley Road, <br />extending down along the freeway, from Park and Recreation to Agriculture and <br />Grazing, except for two parcels just south of Happy Valley Road which would be <br />designated Happy Valley Specific Plan Low Density Residential; and <br />? <br /> <br />Busch Road site, from Public and Institutional to Medium Density Residential. <br /> <br />In response to Chairperson Fox’s inquiry regarding the location of the Busch Road site, <br />Ms. Stern pointed to an area that is located just north of the Operations Service Center. <br /> <br />Commissioner Narum inquired if Applied Biosystems would benefit from the change in <br />its land use designation. Ms. Stern replied that the FAR is higher for a Business Park use <br />than for Industrial use. She added that the proposed designation reflects the current <br />development in the area, and should Applied Biosystems decide to move out of the area <br />without developing the remainder of the site, the proposed designation would reflect what <br />the City would want to see on that property. <br /> <br />Chairperson Fox noted that she recalled a park being proposed by the Operations Service <br />Center near Busch Road and Valley Avenue. Ms. Stern referred to the map on the <br />overhead screen and traced the boundaries of the proposed East Pleasanton Specific Plan <br />area. A discussion followed on the description of the different sections of the map. <br /> <br />Ms. Stern then briefly discussed the changes to the Background text as follows: <br />? <br /> <br />A paragraph on the concept of sustainability was added; <br />? <br /> <br />Detailed information about Public Facilities and Open Space was removed <br />because these discussion are now separate Elements which have already been <br />discussed by the Commission; <br />? <br /> <br />Areas of Special Interest was updated and added to; <br />? <br /> <br />A new section on Existing and Future Specific Plans was added; <br />? <br /> <br />The Growth Management section was rearranged to include both discussions <br />about the cap, growth management, and annexation; <br />? <br /> <br />A new Land Use Concept section was added, which includes a brief discussion on <br />mixed use and transit-oriented development (TOD); and <br />? <br /> <br />The General Plan Land Uses section was updated to eliminate background and <br />trend information and to make the intent of designation clearer. <br /> <br />PLANNING COMMISSION MINUTES July 25, 2007 Page 9 of 35 <br /> <br /> <br />
