Ms. Stern also discussed the changes to the Goals, Policies, and Programs as follows: <br />? <br /> <br />Goal No 1: Policy 2 and Program 2.1 added relative to land use changes based on <br />previous Planning Commission discussion; <br />? <br /> <br />New Policies 7 and 8, related to residential development and density, from text <br />that was previously in the background section; <br />? <br /> <br />Program 9.3, encouraging mixed use in the Downtown, and Program 9.5 to draft a <br />“right to business operations” ordinance; <br />? <br /> <br />Program 11.2 requiring a fiscal impact and market study for large-scale <br />commercial proposals; <br />? <br /> <br />A new “Mixed Use” section; <br />? <br /> <br />Community Facilities is now in Public Facilities and Community Programs <br />Element; <br />? <br /> <br />Program 16.1 on Ridgelands density taken from the referendum, previously in the <br />background section; <br />? <br /> <br />Program 18.6 from the background section; <br />? <br /> <br />Changes to simplify and more closely align the Growth Management Program to <br />City Council priorities and to prepare the Growth Management Report “as <br />needed”; <br />? <br /> <br />A new Goal 3 related to sustainability; a new Policy 23 and associated programs <br />which were originally drafted by the Pleasanton Energy Committee for the new <br />Energy Element; a new Policy 25 and Program 25.1, originating from the City <br />Council’s list of priorities; and <br />? <br /> <br />Updates to the Citizen Participation section. <br /> <br />Ms. Stern concluded by asking the Commission to review and consider the Draft Land <br />Use Element and provide comments to staff who will integrate those comments into a <br />report for Council consideration at its August 21, 2007 meeting. She added that a copy of <br />this report will be emailed to the Commissioners for their information. <br /> <br />In response to Commissioner Blank’s concern that he did not see any mention of the <br />airport noise in the discussion regarding the East side, Ms. Stern replied that the airport <br />noise will be included in the discussion on the Noise Element as well as in the East <br />Pleasanton Specific Plan study. <br /> <br />Commissioner Blank noted that in view of the constant complaints during the past two <br />months from Pleasanton residents about the airport noise, with 50 percent of the noise <br />complaints coming from two homes, he felt it was incumbent upon the Commission to <br />point out in the Land Use Element any particular land use that may be impacted by noise <br />from the Livermore Airport. He noted that people continue to buy homes in Pleasanton <br />and appear not to know the existence of the Livermore airport and the impact airport <br />operations can have on their properties. He indicated that he would like the airport noise <br />to be a part of both the Land Use and Noise Elements. <br /> <br />Ms. Stern noted that it might probably be appropriate to include the issue on airport noise <br />in the discussion on the future Specific Plan. <br /> <br />PLANNING COMMISSION MINUTES July 25, 2007 Page 10 of 35 <br /> <br /> <br />
