Page 2-33 <br /> <br />Chairperson Fox noted that she did not see Program 18.6 in the East County Area Plan <br />and inquired where the Program came from. Ms. Stern replied that is was part of the <br />1996 General Plan and was part of the Preamble to the Initiative. <br /> <br />Chairperson Fox noted that Measure D discussed community separators including the <br />Chain of Lakes that separates Pleasanton from Livermore. She inquired if gravel <br />harvesting references the same areas as the Chain of Lakes. Ms. Stern pointed out the <br />UGB on the Land Use Map and referred to a portion of land formerly owned by Hanson <br />Aggregates just outside the UGB that is within the City limits, which would be <br />completing its harvesting activities in the near future. Program 18.6 contemplates <br />moving the UGB to encompass land that is already within the City and which does not <br />include the lake areas. <br /> <br />Page 2-34 <br /> <br />No changes. <br /> <br />Page 2-35 <br /> <br />No changes. <br /> <br />Page 2-36 <br /> <br />Commissioner Narum inquired if Program 23.5 needs to be included as it is a given that <br />local employers generally hire locally and appears that the City is overstepping its <br />boundaries by telling employers how to run their business. Ms. Stern explained that this <br />came from the Pleasanton Energy Committee which drafted the new Energy Element of <br />the General Plan. She noted that when the Commission discussed the Energy Element, it <br />determined that this was not an Energy Element policy and recommended that it be <br />moved to the Land Use Element. <br /> <br />Commissioner Blank agreed that this is marginal but noted that this is not required but <br />encouraged, such as is done for low-cost housing, affordable housing, and other areas. <br /> <br />Chairperson Fox noted that it fits in with TOD and live-work policies which encourage <br />but not do require people to live close to where they work. <br /> <br />Commissioner O’Connor stated that it should stay as long as it is not required, given that <br />ABAG encourages a job-housing balance and the City would be supplying the balance by <br />encouraging employers to hire locally. <br /> <br />Commissioner Blank would like the addition of a program that would encourage land use <br />that is compatible with alternative means of transportation, particularly bikes. <br />Commissioner Pearce suggested the language “Promote the use of alternative <br />PLANNING COMMISSION MINUTES July 25, 2007 Page 24 of 35 <br /> <br /> <br />
