which allows one unit for five acres, would not necessarily mean having one unit with a <br />five-acre lot; it could mean having a unit on a one-acre lot with open space around it that <br />could be dedicated to an open space trust. She added that this provides flexibility of <br />being able to have overall density with limiting it to a five-acre lot. <br /> <br />In response to Commissioner Pearce’s inquiry regarding the meaning of “any housing <br />type,” Ms. Stern explained that it would not be limited to single-family homes; <br />townhouses would be permitted. <br /> <br />Chairperson Fox stated that Rural Density Residential allows one unit per five acres and <br />inquired if the City would want to put townhouses on that parcel. Ms. Stern replied that <br />this is to allow flexibility and has been the policy prior to the 1996 General Plan. <br /> <br />Commissioner Blank noted that the language uses “may.” <br /> <br />Chairperson Fox inquired why bullets points are used under Policy 8 instead of Programs. <br />Ms. Stern replied that these are organizational matters rather than separate programs that <br />flow into the density topic. <br /> <br />Chairperson Fox inquired if a Council decision to exclude slopes greater than 25 percent <br />in the gross developable acres would be included in this section. Ms. Stern said yes, as <br />gross developable acres is also discussed in this section. <br /> <br />Commissioner Blank stated that the Commission actually set this forward as a separate <br />recommendation, and the Council did not want to do that, the rationale being the General <br />Plan was being worked on. <br /> <br />In response to Chairperson’s inquiry if the Commission should add this, Commissioner <br />Pearce stated that the Commission could make this point again and add it as a <br />recommendation, and the Council could strike it out if it desired. <br /> <br />? <br /> <br />Add the following Policy: “The calculation of residential units for gross <br />developable acres shall not include slopes greater than 25 percent.” <br /> <br />Ms. Stern noted that this was not recommended by the City Council at a previous <br />workshop where this was discussed. Chairperson Fox indicated that the composition of <br />the City Council has been changed since then with two new members. <br /> <br />Commissioner Narum stated for the record that she does not agree with this.
