and the planning process was deferred until the completion of the Bernal Property
Specific Plan tasks.” Commissioner Pearce stated that she did not think it was not
appropriate to put this under Existing Specific Plans and that it could be placed under
East Pleasanton Specific Plan on page 2-12 as a note that it was deferred after the Bernal
Property tasks were completed.

Chairperson Fox inquired if it should be mentioned under the Vineyard Avenue Corridor
Specific Plan that the elementary school has not yet been built. Ms. Stern noted that it is
mentioned that the Plan allows a mix that includes an elementary school.

Commissioner Fox
?

Check for consistency in the use of “Phase I” versus “Phase 1.”

Page 2-12

Commissioner Blank
?

Modify the sentence on the third line under East Pleasanton Specific Plan to read:
“This area, which is impacted by noise generated from the Livermore Airport,
may include development….”

Commissioner Fox:
?

Include language under East Pleasanton Specific Plan that this was deferred to
after the completion of the Bernal Property tasks.

Commissioner Pearce inquired why it would be necessary to include this in the Land Use
Element in addition to the Noise Element when the Land Use Element refers to property
in Pleasanton and the Livermore Airport in not in Pleasanton. She noted that it does not
coordinate with the purpose of the Land Use Element.

Commissioner Blank replied that while the Airport is not in Pleasanton, the noise is. He
noted that 80 percent of the complaints about the airport come from Pleasanton , and
50 percent of these complaints come from two homes in Pleasanton. He stated that he
wants to ensure that as the City moves forward, it is stated clearly in Planning and
disclosure documents so that when people buy homes in Pleasanton, they are aware that
there is an airport in this area. He added that it describes the future of how the land will
be used and that he did not think it was appropriate to talk about land use without
mentioning noise which may impact the uses on that land.

Commissioner Narum noted that Staples Ranch is next to the freeway which would also
generate noise. She inquired where the line would be drawn.

Commissioner O’Connor stated that he had no problem mentioning the airport in the
Land Use Element when there is potential to build homes in big undeveloped areas.

PLANNING COMMISSION MINUTES July 25, 2007 Page 17 of 35
