CONSENT CALENDAR <br /> <br /> <br />a.PDR-638, Mario Saavedra <br /> <br />Renewal of a Planning Commission design review approval (PDR-316, <br />November 16, 2005) to demolish the existing building located at 347 Division <br />Street and to construct an approximately 6,378-square-foot, two-story commercial <br />building in its place. Zoning for the property is C-C (Central Commercial), <br />Downtown Revitalization, Core Area Overlay District. <br /> <br /> This application has been withdrawn by the applicant. <br /> <br />PUBLIC HEARINGS AND OTHER MATTERS <br />6. <br /> <br />a. PUD-05-02M, James Happ, Northstar Realty Services, Inc./Kenneth and <br />Pamela Chrisman <br /> Application for a major modification to an approved PUD development plan to <br />replace the approved production home designs with design guidelines for the <br />property located at 1944 Vineyard Avenue, in the Vineyard Avenue Corridor <br />Specific Plan Area. Zoning for the property Is PUD-LDR (Planned Unit <br />Development – Low Density Residential) District. <br /> <br />Jenny Soo presented the staff report and described the background, scope, and layout of <br />this application. <br /> <br />In response to an inquiry by Chairperson Fox regarding past approvals, Ms. Soo <br />confirmed that the Planning Commission approved the PUD application of Centex <br />Homes for production homes. The tentative map has also been approved, but the final <br />map has not been brought before City Council. Chairperson Fox noted that in looking at <br />the tentative map approval, it appeared to have been denied by the Planning Commission. <br />Ms. Soo confirmed that the tentative map for PUD-05 was denied by the Planning <br />Commission, and subsequently approved by the City Council. <br /> <br />Chairperson Fox noted that the minutes from the workshop of February 28, 2001 and the <br />minutes of the April 11, 2001 meeting discussed Commissioner Arkin’s statement that he <br />did not want that many houses on the site. Then Chairperson Sullivan stated his belief <br />that there were too many houses for the project, which did not appear to him to meet the <br />intent of the General Plan or the Vineyard Avenue Corridor Specific Plan with respect to <br />grading and visibility of houses. She noted that house lots appear to be less than <br />20,000 square feet and inquired whether the Vineyard Avenue Corridor Specific Plan <br />required that lots at that location be at least 20,000 square feet. <br /> <br />Ms. Decker reiterated that this project went through the normal process and that the PUD <br />and the tract map were approved by City Council, albeit the Planning Commission did <br />not support the tract map itself. She noted that Berlogar has filed a final map on his <br />portion, based on the PUD modification that was approved last year.
