1. Limit the total number of housing units which <br /> · can be given Growth Management approval to a <br /> maximum of 1,000 per year; <br /> <br /> 2. Exempt projects of five (5) units or less, <br /> which shall not count toward the annual limit <br /> but shall count toward the next year's annual <br /> limit and the benchmark; <br /> <br /> 3. Set a population benchmark of 62,000 <br /> population for January 1, 1996, assuming a 4% <br /> vacancy rate, and applying solely to property <br /> within the present city limits (any <br /> development of annexed land will not count <br /> toward the benchmark). <br /> <br />Section 2: Adopts a policy to "Grandfather" all existing <br /> projects with Growth Management Program approval. <br /> <br />Section 3: Adopts a policy to change the Growth Management <br /> procedures to allow review and selection of all <br /> non-exempt projects by the Council at the same <br /> time. <br /> <br />Section 4: Adopts a policy whereby projects with 6-12 units <br /> which have obtained final approval shall have until <br /> January 1, 1988 to obtain building permits. <br /> <br />Section 5: The policy language on Page 11-19 of the General <br /> Plan Land Use Element shall be amended as follows: <br /> <br /> Program 11.1: Use the City's Growth Management <br /> Program to limit residential allocations to between <br /> 0 and 1,000 housing units per year. The annual <br /> allocation should be based on a periodic assessment <br /> of housing need, employment growth, the <br /> availability of infrastructure and the City's <br /> ability to provide public services. Exemptions for <br /> projects of five units or less may be added to the <br /> maximum. <br /> <br /> Program 11.4: Monitor future residential project <br /> approvals such that population within the <br /> Pleasanton city limits existing as of August 1, <br /> 1987, does not exceed 62,000 by January 1, 1996, <br /> assuming a 4% vacancy rate as of that date. <br /> <br />Section 6: The City Council determines that this is the <br /> third of four times in 1987 that the Land Use <br /> Element of the General Plan is amended as <br /> authorized by Government Code §656312. <br /> <br /> <br />
