Access and Circulation - the existing fire roads will be <br /> utilized as the primary circulation systems. Additional <br /> trails will be provided to access the camp areas and route <br /> horses away from the Ridgeline Trail. <br /> <br /> Staging Area - The Golden Eagle Farms staging area will <br /> provide the major access to the park. Approximately 50 <br /> parking spaces will be provided. The staging area is <br /> designed as a passive mini-park for day use. The master plan <br /> recommends the City acquire some control of the 39 acres <br /> required for the staging and trail area on Golden Eagle Farms <br /> property to eliminate possible conflicts regarding use, <br /> maintenance, and future improvements. <br /> <br /> Interpretive Activities - The Master Plan features an <br /> interpretive signage system throughout the park. Effort will <br /> be made to assure park users, including school groups, are <br /> able to use the educational potentials of the park. <br /> <br />. Campsites and Facilities - Three campsites are located on <br /> level areas of the park. Each campsite will have composting <br /> type rest rooms which require no water and infrequent <br /> maintenance. The campsites will not be available except by <br /> scheduled groups. <br /> <br /> Range Management - controlled grazing is proposed to lessen <br /> fire danger. <br /> <br /> Maintenance and Staff - it is recommended that one full time <br /> or part time staff person be employed to assist in park <br /> supervision and security. <br /> <br />Implementation <br /> <br />The consultant identified four action items that should be <br />completed as soon as possible to protect the park: <br /> <br /> 1. Secure the park perimeter. <br /> 2. Protect existing roads. <br /> 3. Protect the park from wild fires by various range <br /> management techniques. <br /> 4. Implement a signage program to educate the public. <br /> <br />The cost estimate to develop the park according to the master <br />plan is $338,336.00. Funds have not been allocated to this <br />project. <br /> <br />Park & Recreation Commission Action <br /> <br />On June 18, 1987, the Park & Recreation Commission adopted <br />Resolution 87-18 recommending acceptance of the findings of the <br />Negative Declaration based on the initial environmental study <br />completed for Augustin Bernal Park. The Commission adopted <br /> <br />SR87:334 <br /> <br /> <br />
