Since the title deed restricts vehicular access to the park to emergency
vehicles, the primmry use o~ the park will be by hikers. Equestrian use
will be allowed, but restricted by control gates located at the staging
area and at the upper terminus to the Valley View Trail. Keys to these
gates will be limited to permit holders who are residents of the C~ty of
Pleasanton. Zn this way, riders from East Bay Regional Parklands will be
deterred from using the more ~ragile hillside trails. Additionally, the
existing and expanded fence system enclosing the major ridgeland meadows
and the proposed bypass trail will restrict riders from these areas.
Pedestrian gates or stiles and control gates at either end o~ the fenced
area will permit the passage o~ hikers and emergency and maintenance
vehicles.

The staging area located on the Golden Eagle Farms property will provide
the primary access into Augustin Bernal Park. The area consists of an
asphalt paved loop road with one way circulation. Off o~ this road are
parking bays with a total of approximately 50 parking spaces and a bus
drop o~ area for group excursions to the park. The staging area is
designed as a passive mini-park for day use. Approximately twelve picnic
tables and barbecue pits are sited around the two acre meadow in the
center of the loop drive and beneath the canopies of the enormous
Sycamores that frame the staging ares. A restroom and drinking f6untain
are located at the trail head. The upper meadow area could support day
camp activities for school or scout groups that visit the perk. A
planting o~ native trees and shrubs (Oaks and Toyon) would screen this
natural area from the Castlewood Country Club golf course. For some park
visitors the staging ares might be a destination in itself.

F~T- ~i~t.~T.e ~ W~8~ ~ ~ths~ peneta-ate the pa~k, an orientation/
in~e~p~e~ive sign is lungted at the t~e~l head. The sign includes a
diagramstic sap o~ the perk outlining the trail system, perk facilities,
as well as park rules and regulations. Eventually the staging area may be
expanded to include a staffed interpretire center with exhibits on the
park°s natural history, where samples of various plants and wildflowers
could be displayed. The interpretire center and its staff would be a
valuable resource for school groups visiting the park.

In order to avoid any conflict resulting from private ownership of the
primary access point into Augustin Bernsl Park, we recommend that the
City o~ Pleasanton squire control of the land on which the staging area
and Golden Eagle Trails ere located, an area o~ approximately 39 acres is
suggested on the Master Plan. The City should consider instituting a
permit parking system to regulate access to the park through the private
development.

'8 '
