Fred Norman thanked Councilmember Thorne for his comments and said at least 42 American troops have lost their lives in Iraq since the last Council meeting. Kathy Dowding read 41 names of soldiers who have lost their lives. Lisa Osterman questioned whether a countywide election was needed before the County can develop the Staples Ranch property, as the Pleasanton First group has opined an election is not required. City Manager Fialho felt the question would be more suitably asked when the land use plans for Staples Ranch are brought forward in a joint Planning Commission and City Council meeting, and he noted County staff would be present at that meeting. Doug Miller thanked Councilmember Thorne for honoring all troops and their service, said at least 25 Pleasanton residents are in combat zones, felt it was unfair to demean their efforts and sacrifice and cast them as victims, spoke of war protestors and asked the Council to discourage their actions. Mayor Hosterman said last Saturday, the City hosted both Congressman Pete Stark and Congressman Jerry McNearney, which was well-attended and hoped to have them back. She felt no matter what anyone's opinions were the community cares a great deal about those currently serving and those who have served in the past. PUBLIC HEARINGS AND OTHER MATTERS 8. a. Adopted Resolution No. 07-150 approving a Cost Sharing Agreement between the cities of Livermore, Pleasanton, and the Alameda County Surplus Property Authority concerning the Staples Ranch property Assistant City Manager Steve Bocian said the City Council previously approved a Staples MOU which identifies the need to address the ultimate design and construction of EI Charro Road and recognizes the need to address the flood control issues for the Staples Ranch area which resides in a 100-year flood zone. The City of Livermore recently approved the EI Charro Specific Plan which covers 250 acres within Livermore on the eastern border adjacent to EI Charro Road. The City has also approved a 42 acre retail development called Prime Outlets. As a result of this, the City of Livermore has identified the need to make improvements to EI Charro since this is a primary access to its development and its specific plan area and a significant portion of its specific plan area is also in a 100-year flood zone, which needs to be addressed. Vulcan Materials operates a quarry area south of EI Charro and uses EI Charro as its primary access to get from the quarry lands to I-580. So, the MOU identifies the need to address this continued access, Vulcan Materials informed the Council that it wanted an opportunity to resolve this matter as quickly as possible. So, all three properties met and discussed the matter which resulted in the two agreements before the City Council.
