Public Works <br />4. Accepted public improvements performed by Hanford Applied Restoration and <br />Conservation for the Kottinger Creek Restoration Project, CIP No. 38023; authorized filing <br />a notice of completion, payment of retention in the amount of $48,686.49 and final <br />payment in the amount of $1,968.40 <br />Pat Griffin thanked the Friends of Kottinger Creek and the City for the wonderful restoration, <br />said they were seeing increased usage of the park, are working on obtaining grants for <br />interpretive signage and she especially recognized Phil Filbert, a WWII Veteran, who worked on <br />the project and lived to see the completion of the restoration. <br />Councilmember Sullivan questioned if there was a dedication ceremony planned for the project, <br />and City Manager Fialho said this could be done with the neighborhood and Council in the near <br />future. <br />Motion: It was M/S by Cook-KalliolThorne to approve Consent Calendar Items, as amended, <br />and noted. Motion passed by the following vote: <br />Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />Abstain: None <br />MEETING OPEN TO THE PUBLIC <br />5. Rescheduled to Oct. 2 -Presentation of commendations to individuals that assisted law <br />enforcement in carjacking case <br />6. Presentation by Edgar Centeno regarding the West Nile Virus <br />Edgar Centeno said the District is doing a good job of addressing West Nile Virus and <br />introduced John Rusmisel, District Manager. <br />District Manager John Rusmisel provided an update on the West Nile Virus. He advised that the <br />District has been asking cities in the county to assist them by amending their municipal codes to <br />designate swimming pools that produce mosquitoes to be a public nuisance subject to code <br />enforcement action. He noted that they were putting out a survey for benefit assessment next <br />month. If returned with positive results, they would most likely go out in April for the benefit <br />assessment balloting. <br />Mayor Hosterman asked Mr. Rusmisel to forward draft municipal code language to City staff to <br />determine if an update could be proposed. <br />7. Public Comment <br />Joe Ely read a prepared statement expressing concern about plans by the City of Livermore to <br />develop a Fixed Base Operation Business Park at Livermore Airport. <br />It was noted that in the near future, staff will be scheduling another Livermore/Pleasanton liaison <br />committee meeting to flush out some of the details. <br />City Council Minutes 2 September 18, 2007 <br />
