c. Findings. <br />Based on the EIR and the entire record before the City, the City finds that: <br />(i) Effects of Mitigation. <br />The Environmentally Superior Project is located in the "Special Fire Protection Area" <br />noted in the Pleasanton General Plan; is located outside the five-minute response time <br />standard; and is located in a high wildland fire hazard area. To mitigate the possible <br />impacts due to the exposure of people or structures to a risk of loss, injury, or death <br />involving wildland fires, to aless-than-significant level the Environmentally Superior <br />Project includes, as conditioned, contains requirements that Mitigation Measure G2 be <br />implemented and the project developer and/or future building developers shall complete <br />the specific actions: <br />All residential structures, detached garages, cabanas, secondary dwelling units, <br />etc., will be equipped with automatic fire sprinkler protection subject to the review <br />and approval of the Pleasanton Building and Inspection Division and the <br />Livermore-Pleasanton Fire Department <br />Prior to the issuance of a building permit for any new residence, fire protection <br />facilities shall be provided including, but not limited to, surface roads, an <br />emergency vehicle access to Grey Eagle Court (lots 8-51), fire hydrants, a <br />completed water supply system including the new City water tank (lots 8-51), and <br />a water flow of 2,000 g.p.m. at 20 lbs. per square inch pressure to each lot able <br />to suppress a major fire. <br />• An Urban/VVildland Interface Fire Management Plan (UWIFMP) including a <br />wildland/urban interface risk assessment prepared by a licensed consultant <br />covering the private lot landscape and building designs and open space area <br />shall be submitted with the tentative subdivision map application for <br />review/approval by the Fire Marshall and the Planning Director. Measures <br />identified in the UWIFMP covering private lot development shall be incorporated <br />into the development's design guidelines. Measures covering the open space <br />area will be incorporated into the City's management/maintenance plan of this <br />area. <br />• The project developer shall purchase, or provide the funding for, a new Type 3, <br />four-wheel drive, four-door fire truck for the Livermore-Pleasanton Fire <br />Department. <br />(ii) Remaining Impacts. <br />Any remaining impacts related to the risk of wildland fire will be less than significant. <br />Page 33 of 45 <br />
