c. Findings. <br />Based on the EIR and the entire record before the City, the City finds that: <br />(i) Effects of Mitigation. <br />The Environmentally Superior Project's potential impacts due to the improper use, <br />storage, or disposal of hazardous materials during construction activities affecting <br />construction workers, the public, and the environment will be mitigated to less-than- <br />significant levels through the preparation and submittal of a Stormwater Pollution <br />Prevention Plan (SWPPP) for review and approval by the City Engineer prior to the <br />issuance of grading permits for the subdivision and then the building/grading permits for <br />the individual lots. Implementation of the SWPPP by the project developer and future <br />building developers and homeowners before/after construction is required. Failure to <br />comply with the approved construction SWPPP may result in the issuance of correction <br />notices, citations or stop work order. <br />(ii) Remaining Impacts. <br />Any remaining impacts related to the improper use, storage, or disposal of hazardous <br />materials during construction activities will be less than significant. <br />2. Wildland fire hazards (pp. 163, 164-165 and 366-367; Condition 58a-58e, 59, <br />and 60-63 of PUD-33; MM/P G2). <br />a. Potentiallmpact. <br />Development of the project could expose people or structures to a risk of loss, injury, or <br />death involving wildland fires. <br />b.
