the DEIR, I truly believe that they do not want you to make an informed <br />decision on the Visual Impact of this project. <br /> <br />“This project is not a park project. The parks people as well as the rest of the <br />citizens of Pleasanton fully support this portion of the project, and rightly so. <br />It will be a great addition to the City. <br /> <br />”This project is not a traffic project. The Kottinger Ranch Homeowners <br />Association primarily supports this project because it gives them the least <br />traffic through their neighborhood that they can reasonably hope for. The <br />letters and comments in support of this project primarily address these two <br />aspects. <br /> <br />housing project <br />“This project is a ! (House building), one that puts massive <br />houses on some of the most visible ridgetops in the city. As such, the visual <br />impacts of this project should have been of the utmost importance when <br />evaluating this project. <br /> <br />“Unfortunately, staff has spent more effort obscuring the project’s permanent <br />visual impacts on this city than they have on assisting you and the citizens <br />make an informed and unbiased decision. The identified significant <br />environmental impact A2 was that ‘Some homes will appear undesirably <br />prominent.’ <br /> <br />“In their visual analysis of this significant impact they employed four distinct <br />dishonest techniques to minimize the perceived magnitude of this impact. <br /> <br />“Views: First, they chose to evaluate the prominence from only three points <br />of view. Two of them from the perspective of less than two dozen homes to <br />the east of Court 1, and one very deceptive photo from the area near <br />McDonald’s. <br /> <br />“The view that adversely affects probably the most citizens is Court 1 from <br />the west. Not only does this view of Court 1 affect close to a hundred yards, <br />houses and windows of nearby Kottinger Ranch and Vintage Hills, the houses <br />on Court 1 will be prominently visible to more than half of the new Bernal <br />Property Parklands, the entire grandstands and golf course on the County <br />Fairgrounds, the eastern houses and streets of the Bernal Property Homes, <br />several locations along Bernal entering the city, homes and streets on the ridge <br />and along Foothill, the northern portions of Augustin Bernal Park, the Bernal- <br />Stanley intersection and the southern portion of the Busch property, to name a <br />few. <br /> <br />“This view of Court 1 from the west will be of the most prominent and <br />no <br />objectionable kind; massive ridgetop buildings with hills behind, only sky. <br />Staff mistakenly states that, ‘The views of homes on ridges are backed by <br />PLANNING COMMISSION MINUTES June 13, 2007 Page 22 of 29 <br /> <br /> <br />
