impact was found to be unmitigated-able and would require a statement of overriding <br />considerations for approval of the EIR. <br />Regarding other biological resources, there was detailed study of species and conditions <br />which require mitigation and monitoring plans for those species and there may be a <br />condition to create a wildlife crossing at Hearst Drive and more surveys done to confirm <br />the existence of some species. There would be some wetland filling and the applicant <br />would be required to provide a 2 to 1 ratio of new wetlands areas. <br />Another issue was geotechnical issues. There would be further site specific analysis if the <br />project moves forward and a geological hazard abatement district which would monitor all <br />issues and make any necessary repairs. <br />Another issue was fire safety and access. There will be a requirement for the preparation <br />of a Wildland Urban Interface Fire Management Plan to reduce the potential for fires, <br />spreading of fires and allowance for appropriate access onto the site by the Fire <br />Department. A 100 foot defensible open space would be mandated from individual <br />property lines to ensure fire danger is minimized. The applicant will also provide a Type 3 <br />four-wheel drive fire vehicle to the Fire Department, all homes will be sprinklered, <br />materials used are required to be of a fire resistant construction, and the fire flow would be <br />1.5 times the City's normal standards to ensure available water pressure. <br />Staff worked with the EIR consultant and an expert sub-consultant on visual issues to <br />provide visual simulations. The main view areas are from the north at Grey Eagle and the <br />west at Kottinger Ranch and Mr. Iserson presented some of the simulated studies to the <br />Council which showed the growth of trees over time. <br />Mr. Iserson said one of the reasons the Planning Commission had trouble certifying the <br />EIR was a technical question dealing with the type of lens used in the visual analyses. A <br />28-mm. lens was used rather than a 58-mm. lens and the Commission questioned its <br />realistic nature. He said it was staff's opinion that the EIR does show where the project <br />would be visible from, what would take to mitigate it and concluded that the project would <br />blend in with the surrounding area and lose its initial visibility. <br />Mayor Hosterman noted the Council was being asked to consider and approve a project <br />which would consist of 51 homes, she confirmed with Mr. Iserson that the homes would <br />come forward as individual PUD's and the Council would review those on a case-by-case <br />basis along with an individual visual analysis of the specific home which will include <br />grading, trees removed and replanted. Each home would go through staff to review and <br />approve, detailed drawings and simulations would be presented to the Planning <br />Commission if they disagree with staff's action. Councilmember McGovern confirmed that <br />the Council could condition each home's design to be heard by the Planning Commission. <br />Mr. Iserson said the EIR and conditions have identified the high visibility lots and those are <br />addressed in the design guidelines and have additional requirements during the custom <br />home process. Regarding additional mitigations for the Grey Eagle homes, most of the lots <br />would be lowered and lots adjacent to that development would also be reduced and <br />lowered between 4 and 29 feet than what was originally proposed. Another condition was <br />added to determine which lots would be amenable for one-story and staff feels both the <br />EIR and PUD adequately addresses the issue of visibility and view impacts. <br />City Council Minutes 10 September 4, 2007 <br />
