16 <br />THE CITY OF <br />j~L£~AS~NTONo CITY COUNCIL AGENDA REPORT <br />1 <br />October 16, 2007 <br />Public Works Department <br />TITLE: REVIEW OF POTENTIAL COSTS AND PROCEDURES REQUIRED TO <br />ESTABLISH RAILROAD QUIET ZONES AT GRADE TRAIN CROSSINGS <br />SUMMARY <br />In 2005, the Federal Railroad Administration (FRA) adopted a new train horn rule which <br />provides local jurisdictions the opportunity to create quiet zones in their community. A <br />quiet zone is a railroad grade crossing at which trains are prohibited from sounding their <br />horns. To create a quiet zone in Pleasanton requires the installation of additional <br />crossing protections at railroad crossings at the City's expense. There are four at-grade <br />crossings located in Pleasanton which could be considered for quite zones: Santa Rita <br />Road, St. Mary Street, Rose Avenue, and West Angela Street. All four crossings <br />currently have crossing gate protection (two gates) which would need to be upgraded to <br />four-quadrant protection (four gate system). The cost of the installation is estimated to <br />be $400,000 per intersection. <br />RECOMMENDATION <br />Consider the project as part of next year's midyear review of the Capital Improvement <br />Project Plan and prioritize the funding at that time. <br />FINANCIAL STATEMENT: Approving the project will impact the General Fund by $1.6 <br />million to $2 million. <br />
