limit the height of structures in the Downtown area. The RM-1,500 zoning district, found in the <br />Downtown area and which is the current zoning of the subject property, allows for a maximum <br />height of 40 feet for primary structures. <br />Even in the absence of an ordinance requiring such measures, staff strives to support the <br />implementation of the Downtown Specific Plan's objectives, goals, and policies. However, <br />staff must balance the Specific Plan's land use policies with the Plan's other policies, including <br />those for parking, historic preservation, and economic vitality. In this case, the increased height <br />of the buildings is due to the inclusion of a two-car ground level garage for each new unit. The <br />provision of all on-site parking exceeds the specific plan's parking policy to, "Require that a <br />significant amount of parking be provided on site for any development where parking is <br />required." Staff believes that the tradeoff of 1.5 feet in height in exchange for providing all on- <br />site parking and preserving all public street parking is one that has a net gain to the community <br />and meets the intent of the Downtown Specific Plan. <br />
