THE CITY ©F <br />MEMORANDUM <br />Date: July 10, 2007 <br />To: Chair Fox and Planning Commissioners <br />CC: Project File PUD-55 <br />From: Leslie Mendez, Assistant Planner <br />Subject: Height Analysis Clarification for PUD-55 <br />ATTACHMENT 6 <br />It has come to staff's attention that some confusion has arisen related to the discussion of the <br />proposed building height of the homes in the PUD-55 development plan and the Downtown <br />Specific Plan's proposed policy and program on building height within the Downtown. <br />PUDs are designed to provide flexibility in site development standards in order to allow <br />innovative design for projects that otherwise meet the intent of the General Plan, relevant <br />Specific Plan, and, in this case, the Downtown Design Guidelines. A PUD development plan <br />rezones a property from the existing zoning district to a PUD zoning with site-specific <br />development standards. <br />The current PUD plan proposes to rezone the property from RM-1,500 to PUD-HDR (Planned <br />Unit Development -High Density Residential) with site development standards "per the <br />development," with no future development permitted. The building height of the new homes is <br />34.5 feet as measured to the top of the roof ridge line, or 31.5 feet as measured from the <br />average elevation of the natural grade of the ground covered by the structure to the mean <br />height between the eave and ridge of the hipped roof, as defined by section 18.84.140 of the <br />Pleasanton Municipal Code. Upon approval, the site development standards for PUD-55 will, <br />therefore, allow a maximum height of 34.5 feet as measured to the top of the roof ridge. <br />The Downtown Specific Plan is intended to serve as the primary regulatory guide for <br />preserving and enhancing the 308-acre Downtown area. It establishes the basic land use pattern <br />and standards for development envisioned for future development. In order to meet the land <br />use goals and objectives, the Downtown Specific Plan outlines land use policy and program <br />objectives. One of the policies (no. 14, pg. 29) is to, "Initiate an amendment to Municipal Code <br />Chapter 18.84 to limit building height in all residential zoning districts in the Downtown <br />(including future Planned Unit Development Districts) to not more than two stories and not <br />more than 30 feet." To date, however, no amendment has been made to the Municipal Code to <br />
