The subject site is flat and has a general slop of <0.5%. The grading that will occur is <br />minimal and will be conducted in keeping with the best engineering practices. Mini- <br />mal impact to the environment will result. Staff believes this finding can be made. <br />S. Streets and buildings have been designed and located to complement the natural <br />terrain and landscape. <br />The project site is in a developed area of the City and would not involve the extension <br />of any new public streets. As an urban site, there is little natural terrain in the vicinity. <br />The site design complements the vibrant, pedestrian-oriented neighborhood. Staff be- <br />lieves this finding can therefore be made. <br />6. Adequate public safety measures have been incorporated into the design of the <br />plan. <br />The project, as conditioned, would be consistent with City safety standards. The <br />buildings would be equipped with automatic fire suppression system (sprinklers) as <br />required by the Fire Department. The project would be required to comply with all <br />building and fire code requirements. Staff, therefore, believes that the project has been <br />designed and conditioned to incorporate adequate public safety measures. This find- <br />ing can be made. <br />7. The plan conforms to the purposes of the PUD District. <br />One of the purposes of the PUD District is to allow flexibility for projects that would <br />otherwise not meet the standards of the underlying zoning district. The proposed PUD <br />conforms to the policies and programs of both the General Plan and Downtown Spe- <br />cific Plan. It provides ahigh-density, single-family housing alternative that is consis- <br />tent with the fabric of the Downtown Area. Staff believes that this finding can there- <br />fore be made. <br />ENVIRONMENTAL ASSESSMENT <br />An Environmental Impact Report for the Downtown Specific Plan was approved by the <br />City Council on March 5, 2005. The Environmental Impact Report anticipated that a <br />high-density residential project, such as that proposed, would be located on the project <br />site. Therefore, no additional environmental documentation accompanies this report. <br />CONCLUSION <br />Staff believes that, as conditioned, the proposed PUD is in keeping with the themes, poli- <br />cies, and requirements of the Downtown Specific Plan and the surrounding area. The <br />proposed development obtains the balance required of an infill lot: provision of high- <br />density, single-family housing that incorporates the design and development standards of <br />the Downtown residential area while respecting the concerns of, and minimizing the im- <br />pacts on, nearby residents. The development of this PUD would be carried out in a man- <br />ner that blends in and preserves the unique mixed-use character desired for the Down- <br />Item 6.a., PUD-55 Page 11 of 12 July 11, 2007 <br />
