development, the project developer shall replace these trees removed with <br />development, with a combination of "TreePot", 5-gallon, 15-gallon, and 24- <br />inch box-size native specimen trees at a ratio to be determined by the <br />Planning Director and the City Landscape Architect. <br />The project developer shall plant the replacement trees in the development's <br />open space areas with the first phase of subdivision construction, and shall <br />maintain, replace, and irrigate the replacement trees by a temporary irrigation <br />system as determined by the City Landscape Architect for five years after <br />installation and until the planting is accepted by the Director of Parks and <br />Community Services. (Mitigation Measure D-10 of the FEIR.) <br />b. The project developer shall install the temporary irrigation system after <br />grading is completed and with the first phase of the subdivision's construction. <br />The project developer shall maintain and repair the irrigation system for the <br />five-year time-period until the tree planting is accepted by the City when the <br />irrigation lines shall be abandoned and the water meters removed. The <br />irrigation systems shall be supervised by separate water meters, their <br />locations shown on the improvement plans to the satisfaction of the City <br />Engineer before the approval of the final subdivision map. <br />The plans shall be detailed in terms of species, location, size, quantities, and <br />spacing. The Planning Director may modify the final locations of the replacement <br />trees to screen the lots from off-site views. The final tree locations shall be <br />shown on a revised plan before planting. <br />a~57. Utility services and irrigation lines shall be located outside of the root protection <br />zones of the trees to be preserved. (Mitigation Measure D-10 of the FEIR.) <br />X58. The project developer shall retain the services of a certified consulting arborist to <br />monitor the project site and the health of the trees to be preserved during <br />construction and grading activity. A modified form of this condition applicable to <br />the developer of individual lots shall appear in the design guidelines. (Mitigation <br />Measure D-10 of the FEIR.) <br />x-59. The Planning Director and the City Engineer shall be notified by the consulting <br />arborist on-site of any damage that occurs to an existing tree designated to be <br />preserved during construction so that proper treatment and/or replacement may <br />be administered. Replacement shall be based on the tree's valuation set forth in <br />the HTMP and shall be administered as replacement trees or payment of funds <br />to the City's Urban Forestry Fund, or both.
